Mumbai Building Approvals: IOD, Commencement Certificate and OC—What Each Stage Means
In the BMC building-proposal context, IOD addresses the proposal and its conditions, a Commencement Certificate concerns authorised construction, and an Occupancy Certificate concerns the completed-building occupation stage. They are not interchangeable. In this guide, CC means Commencement Certificate.

IOD: the conditions matter as much as the acronym.
IOD stands for Intimation of Disapproval. Despite the name, it is used in the BMC proposal process as a conditional milestone. Do not read an IOD in isolation from its conditions and associated approved plans, or assume it independently authorises every construction activity.
For an initial consultation, bring the complete document, its date/reference and the relevant drawing set. Ask which conditions remain to be addressed and what the next applicable authority milestone is. A cropped approval stamp or a message saying “IOD received” cannot answer those questions.
CC: permission has an extent.
Here, CC means Commencement Certificate, not Completion Certificate. BMC’s published FAQ describes plinth-level commencement and further commencement following the appropriate compliance steps. The actual issued certificate—not the building’s marketing image—establishes the construction scope to check.
Record the certificate reference, date, authorised extent and drawing revision. Where further construction is proposed, ask the appointed team to establish the current permission position before assuming a previous CC covers the next stage.
OC: application status is not the issued document.
OC means Occupancy Certificate; occupation-related terminology is also used in the approval process. BMC’s FAQ describes completion documentation, compliance and inspection before the relevant occupation/completion outcome. A construction-stage certificate is not a substitute for that stage.
If someone reports “OC applied,” distinguish the application from an issued decision. Obtain the available certificate and confirm the building, wing, floors or scope it actually relates to. Do not infer complete coverage from a project name alone.
A missing, partial or disputed record needs property-specific professional assessment. This article does not promise regularisation, eligibility under any amnesty scheme or an outcome for an existing building.
A useful approval-stage review starts with five records.
- Property identity: address, plot/CTS details and the building or wing concerned.
- Drawing identity: latest available approved set and any later proposed revisions.
- Proposal decision: IOD and its full conditions, where applicable.
- Construction decision: commencement and further-commencement records available for that scope.
- Completion position: occupation/completion documents or correspondence, with unresolved queries identified.

An architectural consultant can help organise and interpret the drawing position within an agreed professional scope, coordinate technical inputs and assist with submission information and authority responses. BMC or another competent authority decides the application. Required professional registrations and specialist appointments must be confirmed for the particular process.

A few useful distinctions.
Does an IOD mean I can build the entire proposed project?
Do not assume that. Read the conditions, approved plans and the applicable commencement permission; the actual authority records determine the scope to check.
Is CC the same as OC?
No. In this article CC means Commencement Certificate, relating to construction permission; OC concerns the completed-building occupation stage.
Can I treat “OC applied” as “OC issued”?
No. An application and an issued decision are different records. Obtain the actual available document and confirm the scope it covers.
